Chief Stanley served as the Chief of Police in North Andover and Wareham Massachusetts for over 27 years. During his career he served as the Control Chief of the North Eastern Massachusetts Law Enforcement Council (NEMLEC), Regional Response Team (RRT) and Special Weapons and Tactics (SWAT).

Chief Stanley is an accomplished leader and innovator in the area of school safety and security. In 1995 Chief Stanley was appointed as the Control Chief of the NEMLEC STARS team. Between 1995 and 2001 Chief Stanley lead this team in the development of the first ever School Threat and Response System. This system is still the preferred method in school safety in Massachusetts. In 2014 the Massachusetts Governors school safety and security task force issued the best practices in school safety. This task force based the recommendation of the STARS program.
